I have this desire to listen to something that is kind of musique concrete but is also perky and upbeat - most music built around non-musical samples is kinda dark and brooding. I'm also not looking for aggressive turntablism; I enjoy that a lot but it's not the mood I want. I'm kinda hoping for "whimsical" rather than "danceable" or "foreboding".

It doesn't need to be entirely non-musical; I just want to have some strong concrete elements in something happy.

Any suggestions?

May I suggest Royksopp's debut album, Melody AM? It isn't very non-musical, but it is rather pseudo-glitcy. The first two tracks are rather wonderful, and "Eple" in particular might hit the spot.
